DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

About the job
The Safety Assistant responsibility is to monitor the overall safety situation, track staff movements, enforce safety regulations, and provide sound and timely advice to DRC staff and management in order to support the secure and efficient delivery of program activities in the area of operation in north/area of his/her responsibility (HUD). In addition, the government liaison functions ensure that requirements relating to DRC’s national registration are fully met.
Duties and Responsibilities:
- Assist with the implementation of country safety policies, safety rules, and standard operating procedures (SOPs) related to the safe implementation of program activities.
- Assist LSO in tracking access, operations and monitoring of staff field movements.
- Assist LSO to act as the local contact for safety coordination and information sharing between the relevant actors within all areas of operations in HUD.
- Collect, verify, analyze, and submit timely and regular reports on issues that affect, or may affect DRC/DDG staff and operations.
- Support LS TL North in Hajjah and LSM in Sana’a for obtaining travel permits, and other documentation required by DRC/DDG staff and visitors in/to the area of his/her responsibility (HUD).
- Assist supporting in process travel permits for DRC staff traveling within HUD’s districts.
- Facilitate at the governorate and support the LSO, TL- Safety in NW to ensure that SCAMCHA sub-agreements are processed in a timely manner and that all documentation and processes requirements relating to DRC’s registration are effectively met.
- Take part in monitoring the evolving situation in the area of DRC operations in the area of his/her responsibility (HUD) in coordination with other actors as per regional, country, and program guidelines.
- Establish a network of contacts with relevant government offices, including SCAMCHA, NSA, and other related local authorities and represent DRC at safety meetings, including active participation in the safety meetings in HUD when needed.
- Provide operational safety briefings and orientation to all new and visiting staff in the area of his/her responsibility.
- Assist in training on safety procedures, safety awareness, access and counter-surveillance; mission planning, and fire safety (as required) for field offices staff in the area of his/her responsibility.
- Assist in the management of safety incidents and crisis, provide timely and accurate incident reports and analysis, including analysis of organizational lessons learned.
- Monitoring and supervision ( as required ) of safety guards, watchmen, and drivers where it relates to safety measures, local safety rules, and standard operating procedures(SOPs).
- Supervise the implementation of physical and asset protection protocols and regulations. Ensure collecting accurate information related DRC operation.
- Ensure that appropriate access controls are in place for all DRC facilities.
- Report the the needed inputs to assist the procurement and issue of safety equipment.
- Responsible for updating (Safety data management) all safety trackers; TP, Incidents, Movements, and other safety support trackers and reporting regularly to and reporting.
- Assist in conducting regular field site assessments and report any recommended response measures to STL.
- Carry out other activities as requested by the TL- Safety within North areas .
Reporting Arrangements:
With regards to safety policy, DRC has a dual-line reporting structure. HUD LSA will report to the HUD BM and, for technical and information matters and tasking, to the TL- Safety -North. The dual reporting structure is designed to eliminate any delays and to promote transparency in the reporting process. The LSA is also expected to coordinate closely with the LSO, TL- Safety –North, and BM.
Weekly Deliverables:
- Check with TL- Safety –North and confirm that all new staff and visitors have completed their Travel Clearance Requests ( ITCRs ), Record of Emergency Data ( RED ) forms, received both a written and verbal Safety Briefing and Local safety Rules ( LSRs ), and that all visitors movements are tracked.
- Confirm that all staff movements are indicated and that all field movements are pre-approved, tracked (via regular phone check-ins), and followed up a post-trip briefing.
- List of all Advisories sent out to all staff and /or management, including SMS alerts, phone alerts, and email alerts.
- Confirm that DRC drivers are checking the condition of their vehicles in daily, before travel.
- Inspect the entire DRC compound for any problems (perimeter lights, walls, generator, spare fuel, trash, fire extinguishers, smoke detectors, etc.) and received verbal confirmation of compound checks.
- Check on guards (are they performing their duties, on time, log books filled, etc.) and confirm guard performance.
- Check that First Aid kits are fully equipped and in good condition (in vehicles, GH, offices).
- Send inputs to LSO to Submit weekly updates to the HUD BM , TL- Safety –North to complete Safety Situation Report.
Experience and technical competencies:
MINIMUM QUALIFICATIONS:
Education:
- A university degree in a discipline related to safety management, international studies, or military/police studies.
- Diploma or equal of public relations.
Experience:
- one year of experience in safety, preferably in the military or police context or related field of work.
Language Requirements:
- Fluency in both written and spoken English and Arabic is required.
- Excellent reports writing
Other Skills and Requirements:
- Solid computers skills (MS Word, Excel, Access and PowerPoint);
- Ability to travel
- Physically fit
