Duties and responsibilities
Ensure adherence with NRC policies, tools, handbooks and guidelines.
Ensure proper filing of documents.
Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
Promote and share ideas for technical improvement.
Planning, preparing and conducting the need assessments, baseline studies and periodic studies and feedback findings to the stakeholders and line manager.
Preparing the final reports and monitoring the implementation plans and update line manager in weekly bases.
Ensure proper filing of technical documents, site engineers technical books, Site Visit notes (SVNs) in both hard and soft copies.
Take part in technical surveys for shelter related infrastructure, prepare BoQs for Shelter, transitional shelter, ESKs, NFIs, CFW-CCCM activities and TLSs and School rehabilitation, drawings and identified the estimated cost.
Prepare and following up the detail implementation plans, monthly and weekly plans of shelter activities in his/her area.
Distribute the tasks among the teams in equality manners and WAP and review during the PCM phases.
Plan activities and implementation of shelter activities based on the DIPs and PCM mandatory tools.
Raising PRs through the U4 system and monitoring the BVA accordingly.
Develop, review, monitor the final reports and technical notes after receiving the Collated data from the assistant or incentive workers and prepare regular reports on activities and shelter condition for monitoring.
Liaise with community leaders, LA, SCAMCHA and other sectors and agencies working locally in order to coordinate within the shelter sector and between sectors such as WASH and Food Security.
Attend the shelter/CCCM Cluster meetings and reporting the activity info plat form as required.
Supervise construction and rehabilitation of shelters, CCCM activities in IDPs hosting sites like construction of registration centres, shielding projects and TLSs and Schools rehabilitations and ensure all construction is done with quality as per specified technical drawings and BoQs.
Participate in the preparing of tender documents, tender opening and technical analysis for bids and tenders accordingly.
Facilitate appropriate community involvement in design and delivery of essential shelter projects activities.
Beneficiaries and other stakeholder’s community mobilization and FGD report.
Enable effective dialogue with the affected community to allow the agency to be held to account for the quality of the shelters programs.
Participate in donor report and send to line manager, and MIT and GORS system.
Doing any another tasks required by line manage.
Qualifications
Bachelor’s Degree in Civil Engineering / Architecture or other construction related Engineering.
previous experience in conducting shelter projects will be preferred.
Good documentation and report writing skills is required.
Experience from working as a Shelter Assistant in a humanitarian/recovery context.
Previous experience from working in complex and volatile contexts.
Documented results related to the position’s responsibilities.
Some knowledge of English.
Knowledge of the context in Yemen.
Knowledge of the local language Arabic.
Experience with start-up, exit or similar.
